History of Winnebago County, WI
The county seat, Oshkosh was incorporated as a city in 1853, when it already had a population of nearly 2,800. In 1983 and 1984, the county became aware of severe child abuse against Joshua DeShaney but failed to intervene until his father had caused severe brain damage." The child's non-custodial mother then sued alleging a federal violation of the due process clause . In DeShaney v. Winnebago County , the county won when the US Supreme Court found that the Fourteenth Amendment's due process requirements only limited government action but did not compel it.
